The Black River Welcome Center is a design bid build project and is part of the Indiana Department of Transportation's statewide improvement plan, which includes constructing new buildings, modernizing facilities, increasing truck parking, and improving pedestrian parking of 21 rest areas and welcome centers. Through the initiative Black River's truck parking saw an increase from 16 to 75 spaces.
Designs of the new facility are inspired by President Abraham Lincoln's Indiana home. The rest area features: interactive displays, adult recreation area, children's playground, and dog park.
Janssen & Spaans was the Civil Design Lead for the project including parking lot geometry, drainage, and utility coordination. JSE was also responsible for construction inspection, ensuring the project was in compliance with INDOT Standards and Specifications.
